FIRST SUBSTANTIVE LEGAL PROBLEM FOR US STUDENTS

You can access the Rotunda problem by clicking on the link.  It requires a customary law analysis of a country's liability for construction and operation of nuclear reactors in international environmental law terms.  Remember what we said about the problems faced by the Western Europeans with allegedly unsafe reactors on their Eastern borders when the Berlin Wall came down?  You can answer this solely on the basis of principles articulated in the Trail Smelter arbitration, Nuclear Test case and Lake Lanoux arbitration read for class.  Do not write more than ten double-spaced, typed pages, and in fact you can answer it in five pages or less if you concentrate.  I expect this to be easy for the law students and harder for the non-law students.
